Presentation of the new reports at the Congress

We present the six new scientific evidence reports and launch the second edition of the pairing scheme, aimed at promoting the exchange of knowledge between the legislative power and the scientific community.

The presentation event gathered representatives from Spain’s top scientific, technological, and innovation institutions, researchers, and contributors to the scientific evidence reports, as well as other key figures from Spain’s and Europe’s R&D systems. Imma Aguilar, Director General of FECYT, highlighted the role of Oficina C in bridging the gap between the scientific community and MPs: “An evidence-informed legislature can create better public policies and tackle social challenges more effectively, while science that understands public policy needs can provide better solutions.”
Aguilar also noted that although the legislature has always received scientific evidence through various channels, Oficina C institutionalises a transparent and professionalised service for collecting evidence for all parliamentary groups, with a methodology that is continuously evaluated and improved.
From 26 to 28 February, nine scientists, selected from over 275 applicants, will share their expertise with MPs in the chamber. This is the second time this initiative has been held in Spain and follows practices common in countries like the United Kingdom, Australia, and the European Parliament.
The selected researchers are all PhD holders working at different stages of their careers in the public or academic science sector in Spain.
Throughout the three days, researchers and MPs will participate in joint training sessions on scientific advice and private discussions to exchange views on the content of the six reports published in January.
During the presentation day, six new scientific evidence reports were unveiled in the Constitutional Hall of the Congress of Deputies. These reports summarise and provide context on multidisciplinary scientific knowledge related to six key sociopolitical topics commissioned by the Congress:
- Ageing and well-being
- Air quality: advances and best practices
- Advances in neuroscience: applications and ethical implications
- Wildfires and restoration of burnt areas
- Advances in neurodegenerative diseases
- Disinformation in the digital age
The reports are licensed under Creative Commons 4.0 and can be accessed on this website and the Congress of Deputies website. They complement earlier reports on cybersecurity, artificial intelligence and health, advances in cancer treatment, and green hydrogen as a fuel.
To produce these reports, 121 experts and researchers from various fields were interviewed, and over 2,000 bibliographic references were consulted. The Method C used for these reports is available here.
