The IV edition of the Parliamentary Conference analysed the current challenges of the legislative function and included a round table dedicated to the role of scientific and technical knowledge, with participation from Oficina C

The IV edition of the Parliamentary Conference, held in the Congress of Deputies on 19 and 20 June titled “The law and the legislative function in the 21st century, included a round table dedicated to the role of scientific and technical knowledge in the legislative process.

Organised by the Institute of Parliamentary Law (UCM), the Institute of Comparative Public Law (UC3M), the Manuel Giménez Abad Foundation and the Centre for the Study of Political Parties (UNED), the conference brought together experts from the academic and parliamentary spheres to reflect on the current challenges of the legislative function.

The fourth round table of the programme, entitled ‘Scientific-technical knowledge in the law-making process’, addressed the integration of evidence in parliamentary work. The session included the participation of Gonzalo Arruego, Professor of Constitutional Law at the University of Zaragoza, and Ana Elorza Moreno, head of Oficina C at FECYT, and was moderated by Bárbara Cosculluela, Clerk of the Spanish Parliament, who is also a member of Oficina C.

During the talk, Ana Elorza presented the main lines of work developed by Oficina C to bring evidence closer to the parliamentary work. Gonzalo Arruego addressed the integration the scientific knowledge in other branches of the government, and pointed out some of its opportunities and limitations.

The programme combined face-to-face and online sessions broadcast from the Ernest Lluch Hall at the Congress. It provided a forum for debate on the quality and modernisation of the legislative process, addressed from both constitutional and practical perspectives.
