Oficina C is presented as a key channel for citizen participation, aimed at strengthening the dialogue between citizens and their representatives, in the I Open Parliament Plan of the Congress.

The Congress of Deputies has announced that 2025 will be the year in which its commitment to an Open Parliament Plan will materialise for the first time. In this context, the institution has unveiled the contents of this first plan, planned for the period 2024-2027, in which Office C stands out as a key tool to promote citizen participation in legislative processes and parliamentary decision-making.

The I Open Parliament Plan is structured around four main lines of action: i) Transparency and access to information; ii) Participation; iii) Integrity and accountability; iv) Awareness-raising and training.

Within the participation axis, six measures have been defined that seek to strengthen the dialogue between citizens and their representatives. One of them is the reinforcement of participation through Office C, with citizen consultations to choose the topics on which the Office will draw up its annual reports.

This measure follows the line of work established by Oficina C in 2024 when the first public consultation was carried out to gather topics of social interest in Spain that could be addressed from a scientific perspective. On that occasion, more than 330 proposals were received, sent via a web form accessible to anyone interested.

The proposals collected by Oficina C contributed to the elaboration of a list of socio-political topics of interest, which is submitted to the Bureau of the Congress, responsible for choosing which issues the Oficina C will work on.

Oficina C is thus part of the Congress's commitment to advance transparency and communication.
